The department that holds the information. If unsure, file to the most likely one — PIOs must transfer within 5 days.
2. Ask verifiable, specific questions
“Provide the current status and file movement of application no. X” beats “Why is my work not done?”. Ask for records, not opinions.
3. Pay the ₹10 fee and keep proof
Online via rtionline.gov.in for central bodies, or state portals / IPO for states.
4. Track the 30-day clock
No reply, or an evasive one? File a First Appeal within 30 days to the department’s appellate authority — it’s free.
5. Second Appeal if needed
The Information Commission can summon officers and impose penalties up to ₹25,000 for wrongful denial.
Good to know: BPL-card holders pay no fee. And information about your own case can rarely be denied — “personal information” exemptions protect third parties, not the department.
